• Find your under review video
• Click Edit.
• Change title,description,tags to "Educational". Means Tilte would be Educational, in description it should be written Educational and there must be one tag -Educational.
• Change privacy to Unlisted .
• Uncheck Monetize my video.
• Save changes and go to Video manager.
• Now again click Edit.
• Change privacy to Public 
• Monetize your video and you are done...

Once your video is monetized, you can change the title,description and tags, nothing will be effected.
