Find your under review video
Click Edit.
Change title,description,tags to "Educational". Means Tilte would be Educational, in description it should be written Educational and there must be one tag -Educational.
Change privacy to Unlisted .
Uncheck Monetize my video.
Save changes and go to Video manager.
Now again click Edit.
Change privacy to Public
Monetize your video and you are done...

Once your video is monetized, you can change the title,description and tags, nothing will be effected.
